In order to make that happen, Trump would have to MASSIVELY reform the Defense acquisition process. If they built the Iowa class today, it would cost 30 billion dollars, take 25 years to complete the prototype, and break down the first time they switch from shore power to ship's power.
Oh God, the defense acquisition process. I used to work as a cost estimator on contract at a nearby AFB, and it was so tedious. Not to mention the conflict of interest that is someone working on a program having to make objective estimates on the cost of said program, even though making too high an estimate can result in losing funding.
