Short answer NOPE. Our soldiers could/would but no POTUS has the balls to make that call these days. Including a Romney or McCain.
If Obama DID make the call, that's about the only way it could happen without "Media outrage" it would be called courageous and gutsy. A Republican did it, it would be blood for oil, cronies or whatever the cause of the day was....
I'm guessing there's NO WAY we could pull it off now.
